Theme 3.1 is here

I have gone through and updated all the assets for this update. Many icons have been updated, and many of them I was able to make even smaller, with many going from 900B to around 200B!

The file is still called Beta, and will stay that way until I make a few small adjustments like the preview and wallpaper assets. But other than that, it's basically full release!

Also once I get the last things ill make a video showing how to get the theme onto your PSP.
